It combines signals such as GPS, Wi-Fi and cell positioning, IP address, and device data, and it looks for spoofing or VPN use, to decide whether the player is inside the licensed area and outside any excluded zone. In markets like several US states, a specialised geolocation provider must confirm the player is within state lines, and not, for example, on the wrong side of a border, before real-money play is allowed, rechecking periodically during a session. Geolocation is a player-protection and integrity control as much as a commercial one: it keeps operators inside their licence and helps prevent play from prohibited or self-excluded contexts.

A player in a US state opens a real-money casino app; before any bet, a geolocation check confirms the device is physically inside state lines and not using a VPN, and the check repeats during the session, blocking play if the player crosses the border.
