Brazil launched a federally regulated online betting and iGaming market.

On 1 January 2025 Brazil's regulated online betting market went live under Law 14,790/2023, licensing fixed-odds sports betting and online casino games ('bets'). Operators were authorised and supervised by the Secretariat of Prizes and Bets (SPA) within the Ministry of Finance, with licences costing up to R$30 million. The launch brought one of the world's largest gambling audiences into a taxed, onshore framework.

Brazil had permitted fixed-odds betting in principle since 2018 but only defined the full regime with Law 14,790, signed in December 2023. The 2025 launch required operators to be locally established, verify players via their CPF taxpayer number and facial recognition, and route payments through approved channels, alongside advertising and responsible-gambling rules. The licensed market's first year generated billions of reais in gross gaming revenue and substantial tax receipts, confirming Brazil as a major new regulated jurisdiction while debate continued over problem gambling and advertising.
