Germany's Interstate Treaty legalised online slots, poker and betting nationwide.

The Third State Treaty on Gambling (Glücksspielstaatsvertrag / GlüStV 2021) took effect on 1 July 2021, creating Germany's first nationwide framework for licensed online sports betting, virtual slots and online poker. It imposed strict controls, including a €1,000 monthly cross-operator deposit limit and stake caps on slots. A new joint regulator, the GGL, assumed central licensing from 2023.

Germany had long lacked a coherent online-gambling regime, with a patchwork of state rules and a large tolerated grey market. GlüStV 2021 harmonised rules across all 16 federal states and introduced some of Europe's tightest player-protection measures, such as a €1 stake limit on slot spins and a central activity file (LUGAS) linking accounts across operators. Critics warned the restrictions could push players toward unlicensed offshore sites, keeping channelisation and enforcement high on the agenda for the new Gemeinsame Glücksspielbehörde der Länder (GGL).
