Kahnawake Gaming Commission
The Mohawk Council of Kahnawake creates one of the world's first online gaming regulators.
In 1996 the Mohawk Council of Kahnawake enacted the Kahnawake Gaming Law and established the Kahnawake Gaming Commission. In July 1999 it adopted Regulations concerning Interactive Gaming, becoming one of the earliest bodies to license and host online gambling operators.
Operating from the Mohawk Territory of Kahnawake near Montreal, the Commission asserted the community's right to regulate gaming and, from 1999, licensed interactive gaming and hosted operators' servers. It became one of the most widely used early licensing jurisdictions for online casinos and poker rooms. Kahnawake helped normalise the idea that small, self-governing jurisdictions could provide credible oversight and infrastructure for a borderless internet industry, a model echoed by Gibraltar, Malta and others.
It was one of the first dedicated online gambling regulators, pioneering the small-jurisdiction licensing model.
