Malta created its gaming regulator under the Lotteries and Other Games Act of 2001 and, after joining the European Union in 2004, introduced Remote Gaming Regulations. It is widely credited as the first EU member state to enact comprehensive remote-gaming legislation.
The 2001 Act established the Lotteries and Gaming Authority, later renamed the Malta Gaming Authority. Following EU accession in May 2004, Malta introduced dedicated remote-gaming rules that allowed operators to serve customers across Europe from a single licensed base inside the single market. Combined with favourable tax treatment and a growing cluster of service providers, this positioned Malta as the leading European hub for licensed online gambling, attracting a large share of the continent's operators.
