UK gambling reform White Paper
Britain published its long-awaited blueprint to modernise gambling regulation.
On 27 April 2023 the UK government published the White Paper 'High stakes: gambling reform for the digital age', the outcome of its review of the 2005 Gambling Act. It proposed online stake limits for slots, financial-risk (affordability) checks, a statutory levy to fund research and treatment, and stronger powers for the Gambling Commission. The government called it the biggest shake-up of gambling rules in nearly two decades.
The review had drawn around 16,000 submissions and aimed to update rules written before the smartphone era. Key proposals included online slot stake caps (later set at £5, and £2 for 18–24s), light-touch and enhanced financial-risk checks, and a new ombudsman for player complaints. Implementation followed through Gambling Commission consultations and secondary legislation, including the statutory levy that took effect in 2025.
