Brazil opens a public consultation on fixed-odds betting authorisation

On 27 July 2026 the Secretaria de Prêmios e Apostas (SPA), the federal betting regulator inside Brazil's Ministry of Finance, opened a 45-day public consultation on a draft ordinance (portaria) setting the rules and conditions for authorising commercial fixed-odds betting operations. Contributions can be submitted until 9 September 2026 through the Brasil Participativo platform.
What it means
Brazil's regulated Bets market went live on 1 January 2025, but the SPA is still issuing the secondary rules that flesh out the framework. This consultation concerns the authorisation process for fixed-odds betting specifically — not online casino games, which sit under a separate track. A public consultation means the detail is still being finalised, so the rulebook here should be read as evolving rather than settled. On 25 September 2026 Provisional Measure 1.394 overtook the consultation: it bars new authorisations, pending applications lapse, existing authorisations end 30 days after publication, and the measure itself lapses unless Congress converts it into law.
