Personal Management Licence (PML)

A personal licence, notably in Great Britain, required for individuals performing specified management functions at a gambling operator.

Definition

A Personal Management Licence is a personal authorisation, used in the Great Britain licensing regime, that individuals must hold to perform certain specified management functions such as overall management, financial and regulatory responsibility, marketing, gambling operations, or acting as the nominated officer for AML. The regulator assesses the person's suitability, and PML holders carry personal accountability that can lead to their own licence being reviewed or revoked independently of the operator's. It is the counterpart to operating licences, ensuring the senior people directing a business are individually vetted and answerable to the regulator.

Worked example

The person responsible for a British operator's regulatory compliance and money-laundering reporting holds a Personal Management Licence, meaning the regulator can take action against them individually if standards fail.

Why it matters

For learners it illustrates how individual accountability is built into licensing. For professionals, holding a PML means personal exposure, which sharpens incentives to maintain standards and evidence decisions.
