Resolution criteria — pre-registered
Resolves YES if licence-holding operators other than Veikkaus can legally offer online betting and casino games to customers in Finland on 1 July 2027 — the statutory opening date of the licensed market under the new Gambling Act. Resolves NO if the opening is postponed by legislation, decree or official announcement, or if no licensed competitor may legally operate on that date.
