Partially offset by the deadline being written into the treaty itself, the GGL publicly working toward end-2026 (it confirmed its evaluation position in March 2026), and the political need to table the report before treaty-amendment negotiations.

Resolves YES if the comprehensive evaluation report required by § 32 of the Glücksspielstaatsvertrag 2021 is published, or officially confirmed as submitted to the states, on or before 31 December 2026 — per the GGL or the states' joint bodies, whatever the report's exact title. Interim or partial evaluation studies do not count; the § 32 report does. Resolves NO if neither publication nor official confirmation of submission has occurred by that date.
