Will at least one licensed online casino be legally live in New Zealand by 1 July 2027?
80%
Base rate — the comparison class
Of 13 dated statutory gambling-regime milestones (non-tax) tracked in our regulator corpus for 2024–2026 (the class counted on the Finland launch question), 12 took effect on their announced date. That class counts fixed statutory dates; New Zealand's licence-issuance target ('from early 2027', with licensed go-live expected 1 July 2027) is indicative rather than statutory, so this fixed-date base rate is an optimistic anchor. | date | p | why it changed |
|---|---|---|
| 2026-09-17 | 80% | Opening forecast — anchored on the 12/13 base rate, adjusted down 0.12: licence issuance dates are indicative, not statutory, and this is a first-time licensing process run by a regulator new to casino licensing. The discount is capped because the machinery is already moving on hard dates — expressions of interest closed 14 August 2026, the licence auction is set for 29 September 2026, applications open in October 2026, and unlicensed providers without a submitted application must cease New Zealand operations from 1 December 2026. |
Resolution criteria — pre-registered
Resolves YES if, on or before 1 July 2027, the Department of Internal Affairs has issued at least one online casino gambling licence under the Online Casino Gambling Act and at least one licence holder is legally permitted to offer online casino gambling to New Zealand players on or before that date, per DIA announcements or the DIA licence register. Resolves NO if no licence has been issued by then, or if issued licences do not permit operation until after 1 July 2027.
