Definition
A test certificate is the documentary output of independent testing, issued by an accredited laboratory to confirm that a specific game, random number generator, or gambling system version has been examined and meets the applicable technical standards. It records what was tested, the standard applied and the result, and is the evidence operators and suppliers rely on to demonstrate compliance to regulators. Because certificates are tied to specific software versions, material changes to a game usually require re-testing and a fresh certificate. Regulators may require certificates to be submitted or held on file and produced on request.
Worked example
An operator adding a new game keeps the laboratory's test certificate on file so it can prove to the regulator that the game's randomness and return-to-player were independently verified for the version deployed.
