The guarantee concerns the pool paying out, not any individual winning it, so the odds for a single player remain low and are already priced into the game's return. The must-drop element is a marketing and structural feature layered on top of a standard progressive.
Worked example
A must-drop jackpot is set to pay before it reaches 5,000. When the pool climbs past around 4,800 it becomes far more likely to award on any spin, and it will definitely drop by the time it would hit 5,000, to whichever player happens to trigger it.
